If the IP is dedicated to the domain or host, then it can be visited by simply either going to the IP through the url box in a browser, through a command prompt, or SSH. Otherwise, the IP is shared. If the host or domain resolves to a shared IP, then visiting the IP will get you the server of the domain, not the domain itself.
